No. 1/00 Inquiry into the Definition of Charities and Related Organisations Releases Issues Paper The Chairman of the Committee of Inquiry into the Definition of Charities and Related Organisations, the Hon Ian Sheppard AO QC, today released the Inquiry's Issues Paper. The other members of the Committee are Mr Robert Fitzgerald AM, Commissioner of Community Services NSW and former President of ACOSS, and Mr David Gonski, Principal of Wentworth Associates and member of the Prime Minister's Community Business Partnership. The Inquiry’s terms of reference require the Committee to examine and report on the existing definitions of charitable, religious and community service not-for-profit organisations, and to provide options for enhancing the clarity and consistency of the existing definitions. The terms of reference also require the Committee to consult with key interest groups and affected parties in undertaking the Inquiry, and note that the Committee is to report on its findings by March 2001. The Issues Paper starts the consultation process of the Inquiry by providing guidance to individuals and organisations intending to prepare submissions to the Committee. The Paper discusses the scope of the terms of reference and also invites comments on a number of issues related to the terms of reference, including: the implications of current social expectations and experiences for defining charitable, religious and community service not-for-profit organisations; current definitions used in Australia and overseas; and key criteria that could be used as the basis to enhance the existing definitions. Mr Sheppard urged interested individuals and organisations to consider making a submission to the Inquiry. "The Inquiry is keen to hear all views. Submissions from interested individuals and organisations will be a key input into the Inquiry’s deliberations." The Issues Paper is available on the Inquiry's internet site (www.cdi.gov.au) and is being sent to individuals and organisations on the Inquiry's mailing list.
